Ankudey Rocky, the complainant in this case, is an ECG technician, according to the prosecution, which is led by Mr. Paul Assibi Abariga. Kotei and Ofori, on the other hand, live in Danfa and Adenta, respectively.
According to the prosecution, Rocky and another technician, Belinda Kafui, who is a key witness, discovered unauthorized meters during an inspection at the Adenta New site. Their investigation linked the supply of these unauthorized meters to Ofori.

The prosecutor explained that, during their investigation, Ofori offered to sell a meter to Rocky and Kafui for GHS1,200 in cash. On September 28, 2023, Ofori was apprehended as he attempted to sell a meter labeled as the property of the Ministry of Energy to Rocky and Kafui in the presence of the police.
Further investigation revealed that Kotei had provided Ofori with approximately 40 meters to sell, and Ofori admitted to having sold them, claiming to be left with only one. Kotei, in his statement, indicated that he had obtained the meters from an individual named Foli Atigah from Nsawam. However, attempts to locate Atigah's residence for his arrest were fruitless.
