EC Denies Creation Of 25 New Constituencies

The Electoral Commission (EC) recently responded to reports circulating on social media claiming that 25 new constituencies were being created. In a statement, the EC dismissed these claims and clarified that they are only establishing one new constituency, the Guan Constituency in the Oti Region.

The EC emphasized that it has not made any decisions regarding the creation of constituencies beyond the Guan Constituency. They urged the public to disregard the misinformation being spread.

Furthermore, the EC laid before Parliament a Constitutional Instrument (CI) on October 31, which proposed the establishment of the Guan constituency. This amendment, titled the Representation of the People (Parliamentary Constituencies) Amendment Instrument 2023, aims to include the Santrokofi, Akpafu, Likpe, and Lolobi SALL traditional areas. These areas were unable to vote for a parliamentary candidate in the 2020 General Elections.

The CI was presented to the house by the Majority Leader, Osei Kyei-Mensah-Bonsu. It seeks to add the Guan constituency to the existing 275 constituencies.

However, it is anticipated that a bill to create additional constituencies for the 2024 general elections will be introduced to the Parliament after extensive stakeholder considerations. This bill will likely propose the creation of more constituencies beyond the Guan Constituency.

It is important to note that the Electoral Commission has previously expressed its intentions to establish new constituencies. The Commissioner for Corporate Affairs of the Electoral Commission, Bossman Asare, had highlighted the Guan District as one of the areas slated to receive a new constituency during the process of creating new constituencies for the 2024 elections.

As part of the procedural steps, the Speaker of Parliament, Alban Bagbin, has referred the instrument to the Subsidiary Legislation Committee for consideration and report. This committee will thoroughly examine the CI before further actions can be taken.

To summarize, contrary to rumors circulating on social media, the Electoral Commission has clarified that only one new constituency, the Guan Constituency, is being created. The establishment of additional constituencies beyond Guan will require further deliberation and the passage of a dedicated bill. The EC's actions aim to address past limitations and ensure fair representation in parliamentary elections.
